Ian is based in the UK, and has worked for SNOMED International for the last 5 years in a variety of roles. Ian’s current role covers Customer Relations management for Europe, leading Clinical Engagement activities and a particular focus on developing SNOMED CT’s capacity to support Genomics developments globally.
He is a nurse by background, who moved into healthcare management in both primary and secondary care sectors, and then into Health Informatics. Previously, he worked for the NHS in the UK, authoring both READ codes and SNOMED CT for over 10 years. In addition to a general interest in all areas of health informatics, he has a particular interest in engaging with clinicians to develop a clinical terminology that meets the requirements of all clinicians globally that can transform the way healthcare is delivered for the benefit of patients. Ian obtained an MSc in Quality in Healthcare, focusing on the implementation of evidence-based medicine and clinical governance, with a particular emphasis on quality management processes.
Ioana Gligor is Head of Unit in DG SANTE, responsible for Digital Health and European Reference Networks. Ioana worked previously on health issues in DG Employment, with a focus on the European Semester and European Social Fund. Before joining DG SANTE, she worked in the Secretariat General of the European Commission, in DG Employment and Social Affairs and she started her career in European Institutions in the Cabinet of Commissioner Orban. Before joining the EU institutions, Ioana worked in the Romanian Ministry of European Integration and was spokesperson for the Chief Negotiator with the EU. She studied political sciences and EU affairs, with a specialisation at the College of Europe in the law and economics of internal market. She has a PhD in international relations.
Since July 2020, has been working at AICIB as Delegate and National Contact Point for Health in the European Research Programme Horizon 2020 and now in Horizon Europe. She has a degree in Biology–Genetics and PhD in Molecular Biology. She has complementary studies in Bioethics. Between 2009 and 2020 she was Head of the Research Support Office at National Institute of Health Doutor Ricardo Jorge. Since 2015, has been Expert in the Ethics evaluation panels for the European Research Council.
Isabel Meneses, holds an MBA and a Management degree. For the past 15 years she has worked as consultant and project manager in a variety of industries in Portugal and Mozambique. Currently she is a senior project manager at SPMS, responsible for the implementation of national and international initiatives, such as: CEF eHDSI Cross Border Service, X-eHealth project, EU Digital Covid Certificate and “MySNS Seleção” – health apps certification model.

Prior to joining the French Ministry of Health in 2020, she had a career in the private sector as eHealth executive, lately as eHealth transformation and strategy consultant and co-founder of the 1st crowdfunding platform dedicated to innovation in eHealth in France.
As Board and Comex Member of Syntec Numérique, the French Federation of Digital companies (2015-2021), she chaired the Programme #5000startups (+850 startups) and eHealth Committee, leading industrial lobbying initiatives in ehealth.
Previously, she held several positions with IBM Europe and France (Global Technology Services and Global Consulting Services, PwC Management Consulting, Tenneco Automotive Europe and LafargeHolcim.
She is also in charge of international risk Management at Université Paris I – Panthéon Sorbonne and serves as IHEST (Institute of Advanced Studies in Science and Technology) board member.
